Any meaningful reduction in video size removes some data. This tool preserves the source resolution when the size budget allows it and scales down only when the available bitrate would make that resolution look worse. Short clips therefore keep more detail than long clips at the same 10 MB target.
Most common formats work, including MP4, MOV, WebM, MKV, and AVI. The download is an H.264 MP4 where the browser supports it, with WebM as a fallback.
